[TDA_announce] Working Group(s)

I agree with Elizabeth that some thought should go into the best strategy
to achieve our ultimate goal of a TDA commission in 2018. It seems to me
that by forming working groups in multiple (3?) commissions/divisions now,
we will be able to make the additional case in 2018 that it makes sense to
consolidate these multiple WGs into a single TDA commission.
